Request for Proposals (RFP) – SREDA Website

I. Introduction

SREDA is the Economic Development Organization for the Saskatoon Region, promoting the Region as the location of choice for business growth and development. We deliver services focused on growing the local economy and developing the key sectors of our Region. From the agricultural and life sciences sectors to mining and advanced manufacturing, the Saskatoon Region is a leader in innovation across multiple industries.

Vision: A globally competitive Saskatoon Region economy where all residents thrive.

Purpose: To advance the Saskatoon Region economy by driving purposeful business growth.

II. Project Overview

Please provide detailed information to accomplish the project scope outlined below. The budget and proposal must include all design, development, production, software acquisition, integration, and necessary development and maintenance of the website.

III. Scope of Work

SREDA wants to establish a dynamic digital presence that successfully promotes and positions the region as a leader in globally competitive markets. The website should support the needs of our business community and act as a tool for economic development in our community.

  1. The design and development of a new, responsive industry website.
  2. Email Marketing Integration
  3. Social Media Integration System
  4. Accessibility – Accessibility compliance within industry standards
  5. Search Engine Optimization
  6. Analytics and Google tag manager integration
  7. Backups, Updates, and Security Monitoring Solution
  8. Multilingual Solution

Hardware Information/Server Hosting Requirements:

Proposals should include the server hosting requirements, implementation and maintenance of SAN Certification and HTTPS for all related Domain Names, server environment, start-up costs, annual fees, and all other elements required with the hosting of the site and data management systems. Proposals must also include details on security, reliability, and disaster recovery.

Research:

Internal and external research including focus groups and a comprehensive review of industry standards and competitor sites.

Testing:

Testing of the site on all applicable platforms to ensure that the website works as promised, including an explanation of the proposed testing plan (accessibility and website testing).

V. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

Proposals meeting mandatory requirements will be evaluated with the following criteria:

  1. The proposed solution meets the needs and criteria outlined in the RFP.
  2. Expertise in recommending and communicating appropriate technical and aesthetic solutions as evidenced by the proposal and references.
  3. Prior work that demonstrates artistic, innovative, and user-friendly interfaces that engage viewers.
  4. Candidate has completed similar projects and has the qualifications necessary to undertake and be successful with this project.
  5. The price is appropriate for the value being offered by the proposer.
  6. The candidate vendor has an appropriate number of staff and the necessary expertise to develop the site promptly.
  7. The proposal is presented in a clear, logical manner, is well organized, and has the appropriate information the RFP calls for.
  8. Your proposal must include a cost proposal as described above. All costs associated with the delivery of the project should be presented in a flat rate, fee-for-service format.

VI. Timeline

  • Proposal Submission Deadline: on or before 5:00 pm CT, Friday, March 1, 2024
  • Selection of Consultant: on or about March 11, 2024.
  • Project Commencement: no later than March 15, 2024
  • Project Completion: September 13, 2024

SREDA reserves the right to reject any or all proposals and to waive any irregularities in the proposal process.
